In a related matter, the largest issue related to the Civic Park library construction that concerns me now is tree preservation. Ultimately, some trees are going to be lost to the project, but it seems from the designs I've seen that the architects should be able to save the evergreen and two oaks in the eastern portion of the current surface lot. These are great shade trees and carbon filters for the cars that park in the lot. Councilman &lt;span style="font-weight: bold;"&gt;Gary Skrel&lt;/span&gt;, right, was the lone vote against the resolution, arguing, according to Harrington's article, that the City needs to hammer out funding options up front and may need more parking for the future. ... Hopefully the rest of the council are acknowledging with their yes votes that new funding strategies have to be a lot better than &lt;span style="font-weight: bold;"&gt;Measure R&lt;/span&gt;. While we support a modest increase in parking fees (now some of the lowest in the greater Bay Area) if needed for the project, any new property tax measure is bound to fail worse than the last. No matter how much folks talk about 61 percent, No on R voters won that battle. ...&lt;span style="font-weight: bold;"&gt; Civic Park&lt;/span&gt; is simply not the place for a large parking garage for downtown businesses. A fair amount of people are still unhappy with any kind of expanded structure in the park, even if it's a library. ... We support a design that includes modest surface and underground parking without a multi-level parking structure in the park. We support the project as laid out recently by City Manger Parness - an approximate 42,000-square-foot library with one level of underground parking and a smaller surface lot. Such a design would allow for an attractive setback from the street, a reduced encroachment into the park that allows for overall park enhancements, and a more reasonable cost of approximately $43.5 million dollars. While reducing the originally proposed parking and modifying the design will shave some $10 million off earlier cost estimates, we do not believe it would be wise to nickel and dime the project by cutting landscaping or other park amenities proposed as part of the library rebuild. ... Most of our major concerns about the library project appear to have been removed from consideration: use of general obligation bonds, use of eminent domain on private property within &lt;st1:place st="on"&gt;&lt;st1:placename st="on"&gt;Civic&lt;/st1:placename&gt;  &lt;st1:placetype st="on"&gt;Park&lt;/st1:placetype&gt;&lt;/st1:place&gt;, and a multi-level parking structure. The &lt;a href="http://www.newwclibrary.org/"&gt;&lt;span style="font-weight: bold;"&gt;Yes on R&lt;/span&gt;&lt;/a&gt; folks are still yes on the library, the &lt;a href="http://www.cocovote.us/root1108/ballots/R.htm"&gt;&lt;span style="font-weight: bold;"&gt;No on R&lt;/span&gt;&lt;/a&gt; side is still opposed to what the City has in mind. ... &lt;span style="font-weight: bold;"&gt;Hardy Miller&lt;/span&gt;, one of the effective spokespeople against R, still feels that the City's proposal is too big and too costly. No on R is advocating against using long-term debt to finance the library and hopes instead that the City will choose to spend only about $20-23 million on the project. They came out of a recent meeting with City Manager &lt;span style="font-weight: bold;"&gt;Mike Parness&lt;/span&gt; and members of the City Council with their core goals unchanged. ... Miller provided us with a copy of his argument that the City needs to hedge its budget for upcoming expenses like Civic Arts programs, police services, Homeland Security efforts, ADA compliance, creek restoration, storm drainage projects and a host of other projected municipal needs. ... "We feel the best course of action is not to put all out eggs in one basket by committing $40 or $50 million to replace the downtown library. It is a branch library. Residents in North and East Walnut Creek already have good library services - as does Rossmoor," Miller told the City. ... No on R is also requesting that the City withdraw its request for state bond funds (on the ballot in June). ... Unfortunately, while we at &lt;a href="http://www.savecivicpark.com"&gt;&lt;span style="font-weight: bold;"&gt;SaveCivicPark&lt;/span&gt;&lt;/a&gt; found Miller and his crew sound allies during the R campaign, we have to disagree at this point. Although we advocated against R based on the inclusion of a multi-level parking garage financed by expensive and unfair general obligation bonds, following a recent meeting of our own with Mike Parness we are unanimously favorable towards the direction the City is heading. We respect the No on R arguments, but feel that committing to long-term debt or use of parking funds to build a new library with modest underground parking is a reasonable request. We wouldn't tell you to buy a house without financing, and the City has saved up quite a hefty downpayment for library construction. ... The City's position and plans today are quite different from the &lt;a href="http://savecivicpark.blogspot.com/2005/09/21-million-garage.html"&gt;lipsticked pork project&lt;/a&gt; that went on the ballot in November. If the misguided plans for a large bond measure and multi-story garage are off the table, we don't have to. ... &lt;span style="font-weight: bold;"&gt;Walnut Creek needs a new library&lt;/span&gt; - and the City has come up with sound alternatives and the means to pay for them. ... To qualify for possible state bond funds and to generate "legacy" donations from private citizens, the new library has to be a good deal larger than the one we have now. But the City is looking to shave several million dollars off the cost by cutting down on the parking (much of which would have served surrounding businesses at a cost to all Walnut Creek property owners). ... These proposals are hardly set in stone, but they are similar to the path some of us have argued for from early on (see my Aug. 21 post, &lt;a href="http://savecivicpark.blogspot.com/2005/08/in-perfect-world.html"&gt;"In a Perfect World"&lt;/a&gt;). A tentative alternative that would put about 170 parking spaces in a single-story below-ground lot and a small surface parking area is perfect. The library could stretch out to the corner of Lincoln and Broadway, greatly enhancing the area and a new civic plaza near the senior center would magically turn into an ice rink in the winter. Should state bond money not come through (and that could easily happen, judging on the way things are going with bond funds up in Sacramento these days), the library could be financed through a modest increase in parking fees. As an interested resident (Carmel Drive renter with a young family) who hopes to live in Walnut Creek for the duration of the new plan, I hope you will take a few of my thoughts into consideration. I am generally supportive of the draft general plan and favor high-density downtown development. I believe, though, that mixed-use near the BART station should be heavily weighted towards housing, since the BART is primarily a commuter vehicle not used heavily for day trips or retail visits (I am a daily BART commuter with a single family car). ... Housing near BART and in the downtown and along key bus corridors should have reduced parking (less than 1-for1) and incorporate car-sharing programs. I believe such language should be written into the plan. I also believe section 4 of the plan should clearly state that housing developments should have mixed unit types (studios through three-bedrooms, for example) to encourage a diverse resident base. ... In section 4, goals 10.1.2, 12 and 23 could incorporate brief additional language favoring lower parking rations in transit hubs and use of car-share programs with designated parking spaces in new developments. Language in goal 11 regarding affordable housing could be strengthened. ... Goal 10.1 should be changed to cut out "local-serving retail" which should not be near the Walnut Creek BART station and its primary use as a housing, business and commuter-serving district. ... I strongly support goal 6.2.1, as well as goals 16, 18, 20 (particularly 20.1.3),24, 25, and 28. The language in 25.1.1 could be strengthened to add even further support for green building standards, perhaps by stating commission preference for developers using &lt;a href="http://www.usgbc.org/DisplayPage.aspx?CategoryID=19"&gt;LEED standards&lt;/a&gt; or the like. ... Just take a look at today's Journal cover story, where it become clear that parking revenues could be used to pay for a new library. But they wouldn't be as dependable as the taxman and your property. ... And the Times actually wants us to believe the City's library plan is finished, and the fruit of decades of work. Yeah? Then tell me why &lt;a href="http://www.walnut-creek.org/library/library.update.htm"&gt;it keeps changing&lt;/a&gt;, won't you? (And do you think calling half your readers a "cadre" is a good way to win subscriptions?) ... To counter the newspaper spin paid for by downtown developer &lt;a href="http://www.enviroinvestors.com"&gt;dollars &lt;/a&gt;and fancy consultants, the &lt;a href="http://www.noonr.info/"&gt;&lt;span style="font-weight: bold;"&gt;No on R&lt;/span&gt;&lt;/a&gt; campaign put out a flyer today. I found one when I came home from work - they even used this site's meme: "&lt;span style="font-weight: bold;"&gt;Save Civic Park&lt;/span&gt;" indeed! ... This flyer points out that final plans for the library (that means the environmental report, my &lt;a href="http://cagreens.org/diablo/"&gt;&lt;span style="font-weight: bold;"&gt;Green&lt;/span&gt;&lt;/a&gt; friends) won't be ready until after the election. It points out that this election is for a financing scheme, not whether or not to build a new library. I agree - vote 'No' today absentee, or next Tuesday at the polls. We're winning. For us, the central issue has always been the mega-parking garage planed for the corner of Broadway and Lincoln. Sure, everybody agrees that the old library is outdated. But do we want to spend a total of around $60 million on a new library complex that ravages Civic Park, ruins traffic in the northern downtown and puts a polluting mega-garage on the creek bank? ... That's the debate, no getting around it. ... The new mailer also quotes &lt;a href="http://savecivicpark.blogspot.com/2005/08/misuse-of-eminent-domain.html"&gt;an anti-eminent domain editorial&lt;/a&gt; from the &lt;a href="http://www.cctimes.com/"&gt;&lt;span style="font-weight: bold;"&gt;Contra Costa Times&lt;/span&gt;&lt;/a&gt; out of context, although I have little doubt the Times will come out with soft official support from this wasteful $21 million property tax hike. ... &lt;a href="http://www.janetreilly.com"&gt;Environmentalists&lt;/a&gt; and taxpayers alike are rightly concerned with the city's fluid library proposal, since, after a purported 17 years of study, the City still has no final blueprint (let alone a report on einvornmental impacts) for what it will actually be building in our park. ... The home's history is documented in Bay Area publications back to 1933, and in 2001 architectural and landscaping surveys found national historical significance in details such as the backyard picnic area with walls and fireplace constructed of Australian basalt. The rock was first used as ship ballast, then to pave the cobblestone streets of San Francisco before H. Lloyd Drury put it to use behind his new home. ... Herons and egrets dine in the slow-moving waters, as do raccoons that lunch on the smaller critters that hide in the mud. ... Preserving the creek didn't just happen, though. Times editors, while coming out strong for support of a new library, counseled City leaders to do away with the issue of eminent domain for the beautiful &lt;strong&gt;Casa Cristina&lt;/strong&gt;. "The city either should alter its plans and use the park space or offer the landowner a substantial buyout package," the Times editors' opined. ... No, that's not really the good part. The light in this editorial comes in form of a critique of the design that puts a monster garage and retail stores in the park. ... I ask, why is it that the City can rent out one of out best playing fields (in &lt;strong&gt;Civic Park&lt;/strong&gt;) for staging a pipeline project for years, but won't provide adequate facilities for residents with dogs and horses? ... What a vindication to find that W.C. readers told the Journal in a survey published today that traffic and trasportation were their top issues, with affordable housing not far behind. ... Also near the top were preservation, a dog park, and Walnut Creek Heritage. "New library" was second to last on the list of residents' concerns, beating out only "political changes in city." The parking is overflow for the surrounding downtown. Sadly, that's how much the City cares about open space. And remember, two retail spaces are slated for the garage area. What nobody is saying is the god-honest truth that young families and first-time homebuyers are going to float most of the costs of this thing goes through in November. ... When news accounts pin the average assessed value of a home in &lt;strong&gt;Walnut Creek&lt;/strong&gt; at $300,000 - about $33 a year in bond costs under the GARAGE/library plan - that's less than half the story. "Boondoggle," though, suits the tale. ... The &lt;a href="http://www.contracostatimes.com"&gt;&lt;strong&gt;Contra Costa Times&lt;/strong&gt;&lt;/a&gt; tells the story well (sorry, they want registration for a peek at their online stories). City voters, thanks to the Council's wisdom, will be asked in November to pay a staggering $21 million - a heck of a lot more if you &lt;a href="http://www.lib.niu.edu/ipo/ii760718.html"&gt;talk about&lt;/a&gt; debt - in general obligation bonds over the next 30 years. The payoff? A bigger library that serves as a trojan horse for putting &lt;a href="http://www.blakehunt.com/olympiaplace.htm"&gt;&lt;strong&gt;Olympia Place&lt;/strong&gt;&lt;/a&gt;-style retail stores in the park at the corner of Lincoln and Broadway. And that's not all the big wooden mule will be carrying inside: plans also call for a FIVE-STORY parking garage. A couple floors of the garage &lt;em&gt;might &lt;/em&gt;go underground &lt;em&gt;if &lt;/em&gt;voters OK every last cent the City wants over next several years. Talk about holding a gun to our heads. ... How about &lt;em&gt;no&lt;/em&gt; parking garage, half the cost, and stepped up public transit to reach a new and improved library? Or a garage over retail in the commercial district at Lincoln and Main? ...
